An Act To Reform Police Training

Mandatory police training for officers in the state of Rhode Island will be increased from its current 20 weeks to 30 weeks.

BE IT ENACTED BY LEGISLATE SENATORS VIRTUALLY ASSEMBLED THAT

Glossary of Terms:

  1. Police Training- the formal and structured training taught to a rising member of the police force which includes the vital skills, understanding and knowledge regarding equipment and policy that rightly educates and prepares them for an occupation as a police officer.

  2. Cultural Diversity- the existence, history and current situations of a variety of cultural or ethnic groups within a society

  3. Implicit Bias- one’s internal, both intentional and unintentional, biases towards a particular cultural or ethnic group within a society

Section 1

  1. Mandatory police training for officers in the state of Rhode Island will be increased from its current 20 weeks to 30 weeks.

  2. Cultural diversity and implicit bias training will be required in the aforementioned course.

  3. Police officers past training will have to attend a cultural diversity and implicit bias seminar every two years. Officer attendance is mandatory.

Punishments:

  1. If an academy fails to integrate this material into their course, an internal investigation will occur and fines/ penalties will be determined from there.

  2. If a precinct fails to hold the seminar every two years, they will be penalized a fine of $5,000. Absentees will be penalized on a case to case basis, as personal circumstances vary.

Enforcement:

  1. Officers that fail to complete training for this duration of time will have to return to the facility and complete the amount of weeks they are lacking before being considered for the position of a police officer. This does not include officers who have already passed the academy upon the enactment of this bill.

will go into effect on

August 1, 2021, 4:00:00 AM

This act will amend Section 42-28.2-8 of the General Laws in Chapter 42-28.2 entitled "Police 11 Officers - Commission on Standards and Training".
